About Individual Responsibilities
For a Safety Plan to be effective, it needs everyone to understand and do their part.  If everyone does their part it makes the employer and employee activities better, achieve more and be safer. OHS responsibilities apply to all persons and the New South Wales and other state, territory and federal legislation support this notion.  That means everyone has a part to play in properly exercising their moral and legal duty of care to self and all others affected by their work. This Safety Plan allocates responsibilities to the employer, management team, individual managers, employees and independent contractors as follows.

The Employer is responsible to
• ensure the health and safety of employees, contractors and others whilst at work, in their place of work
• provide and maintain the Safety Plan
• adequately resource, foster and promote health and safety to employees, contractors and others working at its workplaces
• monitor the ongoing performance of the Safety Plan
• regularly review the Safety Plan and take appropriate improvement action
• liaise with external bodies, unless someone else is specifically authorised to do so

The Management Team are responsible to
• implement and integrate the Safety Plan into the operational systems
• ensure the Safety Plan is incorporated into workplace activities and tasks
• monitor the effectiveness of the Safety Plan
• ensure employees, contractors and others are aware of and comply with the Safety Plan

Individual Managers are responsible to
• ensure all employees, contractors and others on their workplace comply with the Safety Plan
• carry out inductions and training and provide information to employees, contractors and others on their workplace as required by the Safety Plan
• ensure safe work method statements are established for the work activities and that they are adhered to whilst the work is performed
• resolve hazards, disputes and concerns

Employees are responsible to
• comply with the Safety Plan and safe work method statements
• take reasonable care of their health and safety and for the health and safety of anyone who may be affected by their acts or omissions at the workplace
• immediately report any unsafe situation, incident or injury to their Manager
• being competent in the performance of their work

Independent Contractors are responsible to
• have and comply with their own Safety Plan including safe work practices
• provide a copy of their Safety Plan including safe work method statements to their Manager
• comply with relevant parts of this Safety Plan
• or, where they do not have their own Safety Plan, comply with this Safety Plan
• immediately report any unsafe situation, incident or injury to their Manager

Individual employee OHS responsibilities should be stated on specific Employee Responsibility employee & training forms, as prepared and agreed with their Manager or Up-line Manager.

POSITION
• OHS Responsibilities

EXECUTIVE PRODUCER/PRODUCER/COMPANY PRINCIPLE
• Has the overall duty of care for ensuring the health, safety & welfare of all engaged on Production Company
• Oversees risk management and injury management in consultation with employees, contractors, subcontractors & others
 

UNIT PRODUCTION MANAGER/ SUPERVISOR
• Ensure that cast, crew & others follow safe work procedures
• Include safety information on Callsheets
• Ensure that the safety consultation mechanism is conducted
• Ensure that sets and locations (including studio) are inspected for potential hazards and that potential hazards are eliminated or controlled
• Ensure that personal protective clothing & equipment is provided and used where required
• Ensure that emergency and first aid procedures are in place
• Report & investigate incidents/accidents and near misses
 

PRODUCTION COORDINATOR/ASSISTANT
• Schedule meetings
• Coordinate the flow of health and safety documents and incident reports
• Coordinate the distribution of information to cast and crew members and departments
 

DIRECTOR
• Ensure the health & safety of the cast and crew are a priority when planning and filming scenes
• Support assistant directors in their occupational health and safety responsibilities
 

FIRST ASSISTANT DIRECTOR & ASSISTANT DIRECTORS
• Ensure that cast, crew & others follow safe work procedures
• Ensure that the safety consultation mechanism is conducted
• Ensure that sets and locations (including studio) are inspected for potential hazards and that potential hazards are eliminated or controlled
• Ensure that personal protective clothing & equipment is provided and used by workers where required
• Ensure that emergency and first aid procedures are in place and followed
• Report & investigate incidents/accidents and near misses
• Ensure the health & safety of the cast and crew are a priority when planning and filming scenes
• Support assistant directors in their occupational health and safety responsibilities
• Conduct safety consultation with the cast & crew & others whenever filming has moved to a new location and in any circumstance that presents potential hazards
 

DIRECTOR OF PHOTOGRAPHY
• Ensure the safety of the camera and lighting crew
• Ensure safety is a priority when placing cameras and setting up lighting
 

DEPARTMENT HEADS
UNIT MANAGER

• Ensure the health and safety of department crew members
• Conduct risk assessments for their specific departmental activities in consultation with their employees
• Ensure that departmental staff are competent to undertake the required work functions
• Ensure that all equipment, plant & machinery is safe to use (registers & maintenance programs in place)
• Hold safety meetings and ensure that they are documented
 

LOCATION SCOUT
• Assess all locations for potential hazards (starting at the time of the initial scout)
• Advise Production Company of detailed potential hazards and take steps to eliminate or control them
 

CONSTRUCTION MANAGER
• Ensure that safe work practices are followed in all construction activities
• Conduct risk assessments for their specific departmental activities in consultation with their employees
• Ensure that departmental staff are competent to undertake the required work functions
• Ensure that all equipment, plant & machinery is safe to use (registers & maintenance programs in place)
 

SPECIAL EFFECTS & STUNT COORDINATORS
• Hold safety meetings and prepare written risk assessments prior to any scheduled special effects or stunts e.g. testing, rigging and performing the special effect or stunt
• Hold Safety Consultations immediately before any scheduled special effects or stunts
 

UNIT MANAGER/TRAFFIC CONTROL
• Undertake risk assessment for traffic control if required and implement corrective action for safe filming on/near road ways including: adequate signage, traffic control,    barricading off areas, informing relevant authorities (police), access & egress, route maps, etc
 

OHS/SAFETY MANAGER
• Develop & manage OHS & IM system requirements for Production Company (if non-existent)
 

OHS DEPT COORDINATORS
• Assist with the Departmental coordination of OHS & IM matters
 

SCREEN NURSE/FIRST AID PERSONNEL
• Manage and apply first aid etc
• Maintain & supply first aid kits & rooms where required
• Liaise with back-up medical facilities
